The penalty format assigns a certain number of additional short laps to each athlete based on jumping results with the cross country portion opening with a mass start. Rules specify a maximum of four penalty laps so any athletes further back in jumping do not get a chance to ski cross country.
Despite being within easy striking distance of the top 10, Taylor Fletcher (Steamboat Springs, CO was 29th in the jump but did not have an opportunity to ski cross country.
